Font size is set by the CSS code — changing the PHP files won’t necessarily change the sizes. Firebug is a great tool to see what CSS code is determining the appearance of elements on the page. What theme are you using? Make sure you are using a child theme if you are making any changes (you already did) to the core files.

Chrome evidently has developer tools similar to Firefox (firebug) — but I’ve not used it. Firefox is great in my experience…so I’m partial to it — and Firebug is really easy to use and very useful. Download them and see what you think.
IE is good to check sites there — only because it’s still so widely used, but don’t use for developing websites as it has various quirks/problems.
