Change Completed Email Recipient

Hello,
I would like to send an email when an order is set to a custom status (Freight Booked) to a custom checkout field email (delivery contact). There is no way to change the completed email to anyone other than the customer, and I cannot find a way to change the email to be sent when the status is changed to my custom status (Freight Booked).
Is there any way to do this?
