Do you have a cache plugin? If yes, you have to delete the cache every time you save the plugin’s settings.

I don’t have any cache plugin.
I tried new WP Maintenance Mode plugin install.
but it didn’t resolve .
@miumiu0: if there’s no cache plugin, I think the problem is caused by a conflict / error. Could you please check the error logs (php and browser dev console) after you save the plugin’s settings?
