Did a rollback to 1.5.3 and it works again, hopefully this is useful info…

CME 1.5.6 corrects some irregularities in CME menu item display.
If you also have Press Permit Core active, the Role Capabilities item will show under the Permissions menu instead.

I need to add custom roles and have also just noticed the same issue: no more menu under Users.
Running CME 1.5.6 with WP 4.3.1
Any advice?
Just tested and confirm it’s broken from 1.5.4.
Rolling back to 1.5.3 works fine.
If you are also running Press Permit Core, look under Permissions > Role Capabilities

maegla, CME 1.5.4 changed the menu caption to Role Capabilities. Can you confirm that you don’t have that in your Users menu either?
Also, please let me know more about your configuration. What is your WP version? Is it a multisite installation? Is the user in question an Administrator?

WP 4.3.1., single site, super admin.
I reverted back and forth several times between 1.5.3 and 1.5.6. to confirm this again and strangely my Users menu showed “Role Capabilities” with both after reloading the page.
It used to show “Capabilities” with v1.5.3 and nothing was show with v1.5.6.
It shows fine now with 1.5.6. so I stick with this latest version.
I also keep this in mind and will monitor this when updating to a future 1.5.7.
Kevin, FYI:
I just updated the production site from v1.5.3 to v1.5.6. and see the Users > Role Capabilities properly, as it should.
The above issue was with a staging site, with multiple stuff I’m testing.
Not worth investigating further I think.

Hmmm I spoke too fast…
Actually “Role Capabilities” shows when hovering the Users menu from any other page but those under Users.
However once the Users menu is selected (menu expanded in the dashboard’s left sidebar) there is NO more “Role Capabilities”.
Are you able to replicate this?
maelga, CME 1.5.7 restores the previous menu captioning of “Users > Capabilities” regardless of which screen is loaded. Sorry for the confusion.
If Press Permit Core is active, CME is accessed through Permissions > Role Capabilities instead.
