Can't upload images

I’ve tried every way possible to get an image into a blog and everything results in an error that says try later. It’s a 17K file that’s under the upload limit and this worked fine before upgrading to 3.9.1. I’ve disabled most plugins (any that had anything even remotely connected to images and even some that didn’t) but nothing works. Tried several different .jpg images but always get the error.
