Can’t switch to visual editor

Page editor opens in text mode and can’t switch to visual mode. Here is what I have done to troubleshoot:

• switch to one of the default WordPress themes – still same problem
• deactivate all plugins – get white screen when trying to edit a page
• reactivate Classic Editor plugin – get editor screen but still have original problem
• download clean copy of WordPress and overwrite all files – still have problem
• optimize database and remove all post revisions – still have problem

Since editor page completely breaks if I deactivate Classic Editor and the problem involves switching editor views, I think it is somehow a problem related to Classic Editor.

Any ideas how to fix?
