Can’t “Publish” on theme customize.php page.

My few wordpress projects are using ver. 5.x below 5.9.1.
All old themes can’t publish after edited any text changes & can’t upload / edit images in
Appetence>Theme>Customize section today.

Clicked “Publish”, just loading and can’t save & publish.

Is it a bugs on wordpress /wp-admin/customize.php or any modules ?
I have tried copy to a new server in same environment PHP 7.4, and install different theme, i still can’t publish my changes.
