Can’t get into admin, endless error messages

Hi there,

Yesterday, I couldn’t get into my site admin. I have remoed all of the plugins from ftp but can’t get rid of one of them for some reason?

I have reinstalled wordpress, however having removed read.me, xmlrpc.php and license.txt, do I need to reinstall them again? Also I’m getting a settings message:

The wp-settings.php in the local site on filezilla are different to those on the remote site. Do I need to delete those on the remote site and upload the ones from the local site with the upgraded version?

Sometimes when logging onto the site it links straight through to spyware. Do you think I’ve been hacked?

Sorry so many questions, just don’t know what to do?
