Can’t find upload/insert menu

    I’m looking at the instruction to upload a file to a post (https://codex.wordpress.org/Uploading_Files#To_Upload_a_File_in_a_Post).

    It says to use the “Upload/Insert”menu, but its ambiguous as to whether that’s supposed to be on the Dashboard or on the new post page that opens.

    But I can’t find that menu in either place. What am I missing?
