Can't find the toolbar

I was going to post a new blog this evening, but am unable to because there is no tool bar evident. Instead there is a note that says, “4.1 is available. Let the site adminstrator know”. I can’t remember if that notice was there on Feb. 1 when I last posted, but that’s the only thing that seems different. As it stands now, the cursor won’t show up in the section for the body of the text and I can’t get anything to drop down when I put the cursor over help or screen options. I am very new to WordPress is pretty primitive in my understanding of these sorts of programs. Very frustrated because it worked quite smoothly and easily the first 3 times. Any help/advice is greatly appreciated.
