Cant End Post Breach Maintenance

When activated, a notice shows on the website stating it is down temporarily for maintenance. Problem arises with the fact that once you enable this, this there’s no way to disable it from within the plugin. On top of that, if you tell a plugin to delete all data on uninstall, and then uninstall it, when you install it again, the issue comes back. This means that the only way to remove the maintenance page is to leave the plugin deactivated.
