Can't deactivate plugin | WordPress.org

When I click “deactivate” in the plugin list the page reloads and I see a message saying it has been deactivated but the plugin remains active. Any ideas?

Have not come across that before, how about you just remove the plugin folder from wp-content/plugins/wp-postratings?
