What screen are you trying to create comments on exactly? On the single post page for each FAQ, it should be possible to create a comment if you have that option selected.
How do I get the “single post page?”

You can get there by clicking the “View” button from the admin screen, or if you set “Show Permalinks” to “Yes”, and set the type to “Individual post page”.
I haven’t been able to find the “View” button, not sure what you mean by “admin screen.” However, I did find the settings for the permalinks. Bumped into an issue though. The little chain link icon gets covered over if the label has more than a word or two in it.
Just discovered that turning off the FAQ Toggle setting sends the user to the page and displays the comment fields. So it appears I have the choice of turning the toggle on to allow the effects or turning it off to allow the comment fields to appear. Is this correct?

Turning off the toggle just makes it so that, when someone clicks on an FAQ, it goes to the single post page for that FAQ, instead of toggling it open. As such, it is correct, because it’s on the single post page that the comments usually display in WordPress.
And by admin screen we just meant the main screen you’re presented with when you click on FAQs in your WordPress sidebar, the one that lists all your FAQs. If you hover over any FAQ, you’ll see a few options pop up, one of which is View.
