Can’t change “comments off”

Setting up a Church blog and despite the appropriate settings (allowing comments that must be admin approved with email notification..of course) I still see “comments off” under my “test” blog.

Why is this occurring. I have several other blogs and am familiar with WP but, this has me baffled.
