Normally that would be done at Admin > Settings > Discussion and checking “Allow people to post comments on new articles”. If that isn’t working, though, try asking on the support forum for the theme (if I found the right one). I see another post there on the same topic with, so far, no response. Good luck!
If comments were previously disabled then you need to enable them manually on all existing posts from the post edit screen.
If they are still not appearing then it is a theme issue.

Hi Everyone,
I am running Catch Theme Responsive on 4.2.2 and cannot figure out how to turn comments on. I have tried looking at my sidekick settings and disable comment settings and nothing is working.
I would like to only allow comments on my posts.
