To clarify, the popup is displaying on the Frontend but it is not updating with the latest changes that you have made. Do I understand it correctly?
If yes, then, you may want to reach out to your host and ask them to clear/purge all server-side cache and check it again if that helps you with your problem.
Or, if your website is using any CDN or Cloudflare, then try to disable the cache temporarily to see if that makes any difference.
