This does not sound like a BPS issue or problem, unless this has something to do with Login Security being used with another Login Security feature/plugin and the 2 are competing and conflicting with each other. ie if 2 plugin features are doing something similar then you would choose which one to use and not use both of course.

If you cannot access your website then use FTP and delete both the root and wp-admin .htaccess files.
OK – thx. I’ll try that in a bit.

If the issue is related to BPS Login Security then renaming the /bulletproof-security/ plugin folder would allow you to login in the scenario where you have 2 login security features competing/conflicting.

This is for BPS and not BPS Pro correct?
If I delete the .htaccess files, will my site still function? It is functioning right now, I just cannot log in.

Yep, if you delete the .htaccess files then yes your frontend will still display correctly.
It worked – deleted both .htaccess files and now we can get back in 🙂
Thx so much for your help.
