Highlighting a row and clicking “Remove selected row(s)” should, in theory, delete them. In your screenshot, the Maryland row is highlighted and should be removed if you click that button.
If that’s not happening, it might be due to a code conflict of some sort. I believe the next step here is conflict testing, which means testing to see if the issue is being caused by a code conflict between plugins or your theme. The best way to determine this is to:
1. Update all your plugins and your theme to their latest versions and see if the problem fixes itself.
2. Temporarily switch your theme to Storefront.
3. Disable all plugins except for WooCommerce.
4. Repeat the action that is causing the problem.
If you’re not seeing the same problem after completing the conflict test, then you know the problem was with the plugins and/or theme you deactivated. To figure out which plugin/theme is causing the problem, reactivate your other plugins/theme one by one, testing after each, until you find the one causing conflict.
We recommend doing this on a staging site, if possible. You can find a more detailed explanation on how to do a conflict test here, including how to easily create a staging site.
