Cannot change permalinks, cannot change title, cannot delete plug-ins etc.

I must have installed, re-installed and deleted wp via softaculous and manually and SQL maybe about 6 times so far and still can’t fix it.

I installed the “maintenance” plug-in amongst other plug-ins I have version 4.4.1 installing wordpress via softaculous in cpanel.

First thing is I noticed I couldn’t change the permalinks instead it’d just throw me onto the webpage.

I thought it could have been the plug in which I noticed was untested so I tried to de-activate it and then delete it. Lo and behold can’t delete it (unless I do it manually).

Tried to edit pages etc. titles etc. and nothing is working. Most of the time it throws me into the webpage.

Can someone please help me I’ve tried everything, it’s extremely frustrating. Just done a completely fresh install, same thing.
