volunteers are unable to access your WordPress dashboard area
i.e. http://zischina.com/wp-admin/user-new.php
a few things to check on:
is your website part of a multi-site network?
can you confirm that you are set up with permissions to add new user and theme?
have you tested for any plugin conflicts?
Thanks Lisa..yes I am now logged in as Super Admin. There appears to be another level of admin that I can’t apply to the administrator role. Is there a way to do this? It is part of multi-site, I have turned off all plugins. I can now add a user but not a theme. Will keep trying..thanks again for such a prompt reply..much appreciated.

Many thanks Lisa, making good progress. I have now installed our new theme and am about to enable and apply to our site. Just one quick question, is it best to upgrade our version WordPress before or after I try to install the new theme? It is a premium theme. Lincoln by lunartheme. We are currently using a very old version of WordPress (1.3 I think) at the latest is 4.9.2 I believe

be sure to backup website and files before upgrading WordPress version, themes and plugins.
I generally update in this order plugins, themes and then WordPress version
