Cannot Access Plugins from Within Admin panel

I am unable to access my plugins from within my Admin Panel once logged in.

I get a 404 error page come up showing my blog home page.

the link in the top of my browser once logged in shows

So I am unable to access any plugins or edit anything from Admin Area.

All other areas with my Admin Panel are accessible, just the plugin access not working

Please help??
