If you’re being asked for FTP creds, then you do not have the permissions or ownership of your WordPress installation correctly set.
All files should be owned by the user id under which PHP is running. Directories should be 755, files 644, for the whole tree.
Please contact your host if you do not know how to set this.

i am working on a shared folder on a server so i don’t actually have a specific host and i have to this manually
Oh, that’s going to be a problem! You will probably have to do all updates manually then. Is this a development or production site?

You should contact the peson who set up your shared folder, and have them change its permissions so your webserver (probably IIS) can write to the shared folder. Your problem will then be solved.

That’s because your webserver (probably IIS) runs under a different user, and it must also have write access to your shared folder. Here’s a Google search that might be of help:
