Can woocommerce do this?

I have been asking around for a set of features I need to implement into a website and have been told that woocommerce may be able to do what I need.
I am building the site with wordpress.
I will be selling a service online but it isnt the normal type.
What I need to be able to do is have a cart where I sell my product (I only have one) and when someone buys it they are buying multiples of it.
Think of it as someone who buys 15 of an item. These items sit in a client account until used.
The person uses them by assigning them to different staff members using a code for each person. This is done via a form in a client area afterwards if they dont assign them at purchase.
I also need these codes to be saved in a database where I can look up and see who the boss of each staff “code” is.
As you can imagine I expect there to be many hundreds of “bosses” , each with dozens of “codes”.
Would there be any add ons or plugins for woocommerce that could do this even if they need to be modified?
I just need to work out which ones so I can work on getting them modified.
