Can someone convert this jQuery plugin

I am quite confused on how to convert a jQuery plugin into a wordpress plug in and have tried following tutorials on it but to no luck. Could anyone convert this current plugin into a wordpress plugin for me? I would really appreciate it I know it isn’t a hard process but I am just confused on the process.
