Can I seemlessly integrate WordPress?

First of all.. is this site created with WordPress? http://www.thecreativedistrict.ie/
Looking through the code, it seems the blog is powered by it, but it looks so beyond WordPress that it is mind boggling.
I am looking at adapting either Drupal or WordPress, although for my needs WordPress is more than enough. After researching Drupal, at first glance it seems so backwards in the solutions that it offers to make your site actually look the way you want it to look. To go beyond the standardized ‘Drupal’ look.
My only request is that I can somehow make my website look exactly how I want it to look. And that I have some light CMS features such as a way to blog, and a way to dynamically show content from my blog on the front page.

Would it be possible to replicate this navigation layout with WordPress? I am specifically talking about the graphics for the buttons on the top. Where would I start with this process?
If anyone could give me some helpful links, or encouraging comments, or maybe a rough difficulty estimate for my little project.. let’s say on a scale of 10 points, that would be awesome!
Also, it is confusing that making ‘themes’ seems to be free, yet there is a paid-service for customizing CSS. How does this work exactly?
