Can browser uploader be disabled?

Hello:

I see lots of people asking how to disable the Flash uploader, but I want to do just the opposite–I want to disable the browser uploader.

Here’s why: No matter what I tell them, our users keep uploading huge pictures. I just installed WP Image Size Limit which I use to limit image size to 500K. Unfortunately, it looks like it only works if you use the Flash uploader. Once you go to the old-style browser uploader, it uses the server’s max, which is 2mb.

Any ideas? TIA!
