Cache increasing and decreasing from time to time.

I set the preload “Refresh preloaded cache files every 720” and I am expecting that the cache would increase over time and not decrease it. I have more than 16,000 post and the biggest cache I ever see is only around 2,000. Now when I woke up, I see that the cache is only 316 Cached Pages.
Is this normal? If the cache now is only 316, this mean that the rest of the post are not cache, right? And when Google crawler visit my site, it sees a no cache page. So this will impact the speed of my site.
Correct me if I’m wrong.
BTW, I’m using Nginx web server.
