Button Link Blocks Broken

I created a brand new website. There are no plugins installed except for the one needed for my server. The button link blocks don’t work. Tested in incognito and while logged in.
The theme of the website does not matter.
I am experiencing this on two other WordPress websites I have.
The Border setting>Border radius control is not loading with the value of 0. When I add a new button block, the setting is at 5. It should be at 0 because the block added to the page has a border radius of 0.
When I change the value using the bar, and the radius visibly changes. When I hit reset the radius changes back to a value of 5 but the shape of the radius reflects a radius with a value of 0.
