This should be solvable using your translation plugin’s string translation feature. We have a tutorial here – https://creativethemes.com/blocksy/video-tutorials/advanced-tutorials/translating-content-strings/ – that can be used for pretty much any translation plugin with this feature. The steps are very similar in what you’ll need to do.

But how change button URL when language changes? the text changes, but not the url

That would be correct, as the URL cannot be changed to be separate with the languages. This can introduce additional problems inside the code.
I’m afraid that there’s no direct possibility of making this work. If you’re a Blocksy Pro user, you may be able to get around this by creating additional headers for each language, each with their own settings – https://creativethemes.com/blocksy/video-tutorials/blocksy-premium/exploring-conditional-headers/
