We found that it is related to “Region”. When the “Region” is changed, the shipping options will be reloaded and then the “Change Address” button will be non-worked.

Could you please clear your Cloudflare cache (and your local browser cache as well, just to be safe) and try again?
We have done this before and sure this is not related to Browser Cache issue.

Since it’s not a browser cache thing, it’s most likely stuck in the CDN.
Easiest fix: just update to 1.1.100 — it comes with cache-busting built in, so it’ll push through the old cached version.
