Both WP-admin and WP-includes have a CSS folder, why?

    I see that both the WP-admin and the WP-includes folder have a CSS folder. How come? And to make it even more complicated, the theme folder contains a file called style.css.

    Anyone who knows what we need three of them for?

    The admin CSS is for the Admin area. The theme’s CSS is for the public site. The includes CSS is for both Admin & the public site.
