BLOG_URL in multisite issue

I am using Multisite for one of our projects and the BLOG_URL has been messed up how can i fix it?

The issue is when a user signs up for our multisite he also gets to register a site the BLOG_URL when we register comes to

http://jump2health.comtest/wp-login.php

where as the BLOG_URL should be http://jump2health.com/nutrinterest/test/wp-login.php

how ever even http://jump2health.com/nutrinterest/test/wp-login.php don’t get created.
