blog posts, including category links, not functioning

I have done the following things:

-deleted all non essential plugins
-deactivated all other plugins
-reactivated standard wordpress theme and then back to the regular theme
-created a whole new theme version, uploaded, and activated completely new theme
-reset permalinks, reset number of posts to show to 5
-created a new test post under category boy scouts – does not show after publishing
-created new categories , new menu items, new menu – those links also not working

one thing i noticed on my main url cflscouting.org is that posts have /blog/(category)/(post) and these on this subfolder installation do not have the /blog/ component. Did alot of seraching today, and not finding anything relevant and recent.
