Blocksy or Gutenberg Issue Editing/Customizing Page?

When customizing a page, mainly the header area of a page, it’s impossible to EDIT the actual header area, because if you move your mouse towards the EDIT text in a small blue banner in the top left corner, you then hover over top bar or main menu or whatever which has its own edit button over the top of the main area edit button.. who designed this? This is like the most ridiculous thing ever, I can’t believe this passed whatever testing – how are you supposed to edit the header area? Not sure if it’s a Blocksy issue or. Gutenberg issue but seriously… it’s so ridiculous.

Am I missing something here? it’s literally impossible to edit the main header background or settings without removing everything else from the page so their buttons don’t cover the header area button.
