blockquote validation problem

When I try to validate the html output I’m getting the following error.
document type does not allow element “blockquote” here;
The html lists it as

. You’re not supposed to put block level elements within one another, right?
If that’s the case, how should I be entering the blockquotes to begin with? What’s the WP work-around.
