Blank Theme or No Theme

Is there such a thing as starting with a blank theme or no theme at all? I’ve spent over a week now with several different themes, trying to get my site to look and function the way I want, but I keep hitting roadblocks. For example, one theme won’t let me change colors; another supports only one menu for the entire site (which gets in the way of my forum pages). I’ve spent hours browsing through the themes “catalog” trying to find one that looks promising, trying it out, and discovering that either it won’t do what I want or the flexibility I need is only in the pro version (before I even know whether it will work for me).
The “blog” portion of my site (front page) is for nothing more than occasional announcements and for serving as a launch pad for the rest of the site. The “meat and potatoes” are the forums (BuddyPress/bbPress) and a user gallery. Ultimately I will have other pages (that are currently hosted on another site), including a very small WooCommerce piece to sell a few items to support the site.
At this point I’m frustrated and desperate enough to try my hand at nothing but a blank slate, Gutenberg, and a few plugins. Any ideas or recommendations?
