Are your settings > general the same for WordPress Address (URL) and Site Address (URL)

when i am logged onto the site and viewing actually site there use to be a black line at the top of the screen that has options like going to dash board comments etc

Anything change recently with your site? New plugins, new updates, new hosting?
Go to your settings in Users > Your Profile and make sure that Toolbar (X) Show Toolbar when viewing site is checked.
yes it is X but still does not show …
