Make sure:
Table IV-A3: Photo names in urls is UNchecked.
Table IV-A6: Enable pretty links is checked.
I will fix in the next rev that with these settings all the urls in og: metatags are ‘pretty’ and without version.
The problem is that http://website.com/photos/name-of-the-photo/ is not distinguisheable from http://website.com/photos/name-of-the-subpage/

Why not create a URL like http://website.com/photos/name-of-the-album/name-of-the-photo/
And if two photos have the same name, just generate a -2 at the end of the url ? Like this http://website.com/photos/name-of-the-album/name-of-the-photo-2/

You can not link to an album or a photo, you can only link to a page, that possibly shows an album and/or a (collection of) photo(s).
There is a tool to create a page for every photo (Table IV-A10:Autopage and Table VIII-B10: Create all autopages), you browse through an album, but every photo requires a new page to be loaded. Not very userfriendly, but then you have clean urls.
How do i distinguish First second from First-second?
There are also performance reasons to make it not too complicated.
