Beginning plugin development

Hi everyone, I’am a new developer to WordPress plugins, I try to make a plugin to my wordpress site.

Function of the plugin:
When a user try to post a new messagem the plugin will verify if the title and the content was not empty, if was they will simple show a message to the user.

I will need to create a action hook to do that?
