Missing “add new” (plugin) button
Was it ever there? Are you logged in as an administrator?
This may be a plugin or theme conflict. Please attempt to disable all plugins, and use one of the default (Twenty*) themes. If the problem goes away, enable them one by one to identify the source of your troubles.
If you can install plugins, install “Health Check”: https://wordpress.org/plugins/health-check/ On the troubleshooting tab, you can click the button to disable all plugins and change the theme for you, while you’re still logged in, without affecting normal visitors to your site.

Hi, i tryed login as administrator, and with administrator … missing more things like add new user, or tottaly removed plugins button
What happened when you disabled all plugins?
Do you see any error messages?
Enable wp_debug and wp_debug_log and after an error, look at wp-content/debug.log to see if anything gets logged there. https://codex.wordpress.org/Debugging_in_WordPress

Are you on a Multisite installation?
Have you disabled *all* plugins and changed the them to twentysixteen? Did you enable debugging?

When I see “Network Active”, that indicates you’re on a Multisite instance. Please contact your host or login as a super-admin.

I contacted my host, and my host told me two times to contact you…
You’re on a WordPress multisite as far as I can see. Unless you are a super admin, you don’t get to add plugins.
