Background Picture won't scroll/stay fixed

Depending how many posts you have, the effect may not be apparent.

Try adding more posts and see if the effect becomes more obvious.

You’d need to go into the Customizer’s Theme panel and uncheck the box next to “Scale background image to fit.” to get the image to scroll, since scrolling is not compatible with the full-screen image behaviour.
