Background Color

I have a site: http://www.niahealingcenter.org
Right under the slider there is a grey section with some dark grey text. I am trying to change the color of the background via CSS but its not working. I have tried many variations of this
div#cir-wrapper div#cir-breadcrumbs-wrapper { background-color:#ffffff; !important; }

If there is anyone who would take a moment and look at the site to tell me what I am missing I would be very grateful.
