Attachments dont get sent

Hi,
When you submit a file, the file doesn’t get sent as an attachment. The file name just gets sent in the body:
Business Name: Test
Contact Name: Test
Telephone Number:
Recent Energy Bill: Microsoft-Outlook-Memo-Style.pdf
Here is how the message is configured:
Business Name: [business-name] Contact Name: [contact-name] Telephone Number: [tel-395] Recent Energy Bill: [file-922] --The page I need help with: [log in to see the link]
