You can do that in the following way:
- Install any role manager plugin from wordpress.org
- Create a role named “Approved”
- Now, all user sign-ups will go to subscriber role by default
- The users you want to approve to download, assign them to “Approved”
- When you are creating download, delete “All Visitors” from “Allow Access” option and select only “Approved” and “Administrator” role.
OK, I using ‘User Role Editor’
I made copy of subscriber, everyone who register will be subscriber
and on you plugin setting I will use the Approved instead of subscriber.
The users I want to approve I manually give them the role Approved

How Do I show the file only for login users?
if I using [wpdm_tree] I can still see the folder even if I do not logged into the site?
I want the dashboard to show the folders and files

Yes, you got it right.
To show the file only for logged in user, you see the remove “All Visitors” from “Allow Access” option and select the only user roles you want to allow.
