appearance, plugins, users, settings tab not appearing in menu

    I have inherited a wordpress installation where i have discovered that the appearance, plugins, users and the settings tabs are not available in the menu.

    How can I gain functionally back?

    In the top right hand corner of the dash board in admin, ‘Screen Options’ the drop down menu, the plugins tab is not available (meaning it’s not there). Any help appreciated. thanks.
