It sounds like the cache clearing you’re seeing is expected behavior. Jetpack Boost automatically clears cached content when posts are updated, published, or deleted to ensure visitors always see the latest version of your site.

We were mistaken in the previous reply and mentioned Jetpack Boost, but this is of course a WP Super Cache question.
Since you already have “Clear all cache files when a post or page is published or updated” unchecked and Garbage Collection set to 0, something else is likely triggering the full cache purge.
I’d suggest enabling the debug log next, go to Settings > WP Super Cache > Debug and enable debug logging. It should show what’s actually triggering the cache clears. It could be, for example, another plugin such as an SEO plugin that clears the cache when a post is edited or published.
Once you have the log output, share what you find and we can help dig deeper.
