Allowing more invites to specific users

When limiting the number of people a member can invite, is it later possible to allow specific people more invites? For example, as a recognition for being active in the community.
Sample case:
Members can invite only 5 people.
However when they reach a predetermined milestone (say 10 comments, 5 posts, etc…) they are given 5 more invites to send out…
