Allowing members to post

Would somebody be able to recommend a set-up (using addons, etc) to achieve the following:

I want users to be able to buy a membership (paypal).
These users should be able to post, but only by filling out a form i.e. specific fields (more than just title and description).
Ability to upload a picture.
Allow an admin to verify the content first (before it is published).

I have found plenty of addons for membership ACCESS but I’m not sure if they allow me to control who posts

In short: I will be having free users which can do x y z….
But the ones with paid membership can post (inc. image) which is held for moderation.
Posting will involve filling custom fields (ideally, I would like if this could be done without using the dashboard i.e. on some page)

Any ideas?
I’m new to the user account side of things…
