On our website – – we can’t figure out how to enable comments on INDIVIDUAL blog posts. When you navigate to the Blog Page, you are able to comment; however, when you click an individual post, there is no comment option.
HOW DO WE ENABLE THIS…?

You just linked to wordpress support site.
WordPress admin panel provides to enable or disable comments to each post.
