Allow bulk editor access for editor role

I use the User Role Editor to allow access to groups of users, and want to give bulk metatag editing access to a “manager” user (based on the editor role) I have created.
I can see wpseo_bulk_edit capability, and check it to allow access, but there is no way to access it anymore with no menu option available to the manager or editor users. By default access is granted to the standard “editor” role.
I am sure this used to work, is three a way to fix this?
